Following the entry into force of the law on cultural heritage of 25 February 2022, the Centre National de Recherche Archéologique (CNRA) has become the Institut national de recherches archéologiques (INRA).

INRA is responsible for the inventorisation, study, protection and promotion of Luxembourg's archaeological heritage.

Archaeological observation zone (Zone d’Observation Archéologique, ZOA)

The Archaeological Observation Zone is a territorial zone that includes, or is likely to include, elements that form part of the archaeological heritage. It is the decisive basis for assessing the impact of projects on the archaeological heritage.

Land developers

A chance discovery of archaeological remains during development works means that these must be stopped immediately, until archaeological investigations can be carried out on the site concerned. This is why the Ministry of Culture and the Institut national de recherches archéologiques (INRA) have introduced the principle of preventive archaeology.

This principle has the aim to:

  • protect archaeological remains against the impact of human activity, notably through undocumented destruction by construction, demolition or filling work, as well as against natural hazards;
  • offer owners, project owners and/or developers certainty when considering development projects.

Indeed, the principle of preventive archaeology replaces former practices, which, in the event of a chance discovery, led the State to halt a worksite, resulting in unforeseen delays and additional costs.
